As a premier provider of ballistic survivability armor, active ambush defeat systems, and tactical vehicle accessories, we enforce rigorous compliance protocols to ensure defense hardware is transferred exclusively to authorized, lawful consignees.

Our operations comply with the United States International Traffic in Arms Regulations (ITAR – 22 CFR 120-130), the Export Administration Regulations (EAR – 15 CFR 730-774), the European Union Dual-Use Export Control Regulation (EU 2021/821), and the United Nations Arms Trade Treaty (ATT).

Products manufactured and supplied by Mercatus fall across critical export classification categories:

• United States Munitions List (USML) Category XIII: Ballistic transparent armor (curved ballistic glass BR6/BR7), armored plating kits engineered specifically for military patrol platforms, and composite armor plates.
• Commerce Control List (CCL / ECCN): Dual-use civilian armored SUV upgrades, heavy-duty suspension and braking assemblies (ECCN 9A018 / 0A521), and specialized high-torque window actuators.
• Active Ambush Defeat Systems: In-motion spike deployment mechanisms (ASDS) and engine-bay clean-agent thermal suppression hardware subject to specialized national export authorizations.

For all transactions involving restricted ballistic steel, certified transparent armor packages, or tactical ambush countermeasures, the Buyer must execute and provide an authenticated End-User Certificate (EUC) prior to order fulfillment.

The EUC must explicitly identify:

• The legal identity and corporate/government status of the ultimate end-user.
• The specific vehicle identification numbers (VINs) and planned operational theater.
• An irrevocable undertaking that the components will not be re-exported, transshipped, or transferred to any third party or country without prior written authorization from the relevant export control ministry.

Every order, transaction, and quotation inquiry submitted to Mercatus is processed through automated real-time compliance screening against official international trade enforcement lists, including:

• US OFAC: Specially Designated Nationals (SDN) and Blocked Persons.
• US Bureau of Industry and Security (BIS): Entity List, Denied Persons List, and Unverified List.
• European Union: Consolidated Financial Sanctions Database (CFSP).
• United Nations Security Council: Consolidated Sanctions List.

Any match will result in immediate suspension of the transaction and reporting to relevant statutory trade authorities.

Mercatus strictly prohibits any arrangement that circumvents international trade controls through intermediate transshipment hubs, freight forwarder redirection, or falsified commercial declarations. Deliveries must be made exclusively to the consignee facility specified on the approved export license.

Any attempt to divert hardware to embargoed territories (including nations subject to comprehensive UN or international arms embargoes) is a criminal offense under international law and will be prosecuted accordingly.

Mercatus provides comprehensive export documentation for all international shipments, including certified Commercial Invoices, Packing Declarations, Certificates of Origin, and accurate Harmonized System (HS) Tariff Codes (such as HS 8708.29, HS 7007.21, HS 8710.00). All customs documentation reflects the true commercial value and precise ballistic classification of the consignment.
